My family is visiting me in Saudi Arabia and we'd like to perform Umrah together. Do residents and visitors both need a permit, where do we book it, and does it cost anything? I've seen "MOFA Umrah visa" mentioned and I'm not sure whether that applies to us.

Residents, citizens, GCC citizens and visitors book an Umrah permit through the Nusuk app or website, and the Ministry of Hajj and Umrah lists the permit service as free.
On Saudi Expats: plan costs with the Hajj and Umrah budget tool and see the Hajj and Umrah visa checklist.
Checked September 2026. Permit availability changes around the Hajj season, so check dates in Nusuk before you travel.
